When you say "extortion," are you talking about a thin veneer of "fees" and "taxes" that look legit only on the surface, or outright payment under the table for not beating up the various companies (shutting them down, whatever)? In your earlier articles, you mentioned soliciting bribes for government favors and funneling funds (government funds?) toward Choi's NPOs (profits for nonprofit organizations??) So Choi-Park were running a new democracy like it was their own personal empire, using government power to reallocate funds and other resources to where it would benefit them most. They forgot to work on the part where they preserve their ability to stay in power so they could keep a good racket going. Oops. So the government structure stayed, but the regime got ousted...
