If it were me in a decision making capacity at the edge of the Australian Defence Force and with regard to the Dept of Foreign Affairs, I might see an opportunity to extend collaboration with the Sri Lankan military and offer to send a Military Training mission to them for the medium term, like we have done with Iraq. Closing ties and increasing an already existing military collaboration with Sri Lanka could positively extend positive influence in the Indian Ocean that would certainly perpetuate our willingness to partner in our region. I suspect sending SF trainers and increasing their professionalism and performance would be incredibly timely - and from what I know of the Sri Lankan military, anything that reduces unnecessary brutality that they have a history of, would be a good thing.
The real question I have is who trained the bombmakers, who were they, what group facilitated/coordinated? That's going to be interesting. To have this many IED's and S vests go off in a tight time frame just doesn't happen from watching youtube videos. To my amateur eye, this would take a major recruitment effort over the course of at least months, and involve a major actor with expertise and resources that a local group wouldn't have access to.
