Another aspect to the deployment of these weapons was the deniability of the deployment – imagine one of these devises detonating in Severomorsk. The Northern fleet command and Moscow would be wondering if it was an accident? At the time analyzing the isotopes from the area would have taken some time and would have been much less precise than methods used today to determine whose device popped off. Who would be on the receiving end of a retaliatory strike? There would be no aircraft or missile to trace unless the operators were caught.
